South Africa’s VAT system could be heading for a significant digital overhaul. In August 2026, SARS released its VAT Modernisation Consultation Paper, setting out proposals for a more automated VAT system built around e-Invoicing, digital reporting and the near real-time exchange of transaction data.
Under the proposed Digital VAT Model, VAT invoice information would move electronically between businesses, approved service providers and SARS. Rather than relying primarily on information submitted after the end of a VAT period, SARS would increasingly have access to structured transactional data as business activity takes place.
The longer-term objective is to simplify VAT compliance while strengthening SARS’s ability to identify errors, inconsistencies and potential fraud. SARS envisages that better transactional data could eventually support pre-populated VAT returns and, ultimately, VAT auto-assessments.
For businesses, the changes could reduce manual return preparation and reconciliation over time. However, they are also likely to place greater importance on the quality of businesses’ underlying accounting and invoicing systems. Businesses may need systems capable of generating compliant electronic invoices, exchanging information through approved digital channels and ensuring that transaction data submitted to SARS is complete and accurate.
The proposals will ultimately affect the wider VAT ecosystem, including VAT-registered businesses, software providers and government entities.
Importantly, the model is still under consultation. SARS has indicated that implementation will be phased and that matters such as technical standards, sequencing, costs and safeguards are still being developed. Stakeholders have until 16 October 2026 to comment on the Consultation Paper.
Businesses should therefore view VAT modernisation as an emerging compliance development rather than an immediate new reporting obligation — but one worth preparing for as SARS moves towards increasingly automated and data-driven tax administration.
